INVITATION FOR BID


Bids for furnishing all labor, materials, equipment, and services required for the Work known as Window Replacement  @ Two Site’s, FL 15-1 A, FL 15-1 B, 36  Dwelling Units & 1 Non-Dwelling Building located in Graceville Florida will be received until 9:00 AM local time on 10 April 2024 at the office of the Housing Authority (PHA) indicated below.  At this time and place all bids received will be publicly opened and read aloud.


Without force and effect on the Bidding Documents and the proposed Contract Documents, the work required is briefly described as, The work consists of, but is not limited to, removal of existing windows, window screens, ceramic interior window trim, tenant applied window treatment, providing new windows, wooden window trim, patching as needed, painting and new window screens and tenants window treatments and associated work.


Each prospective bidder shall provide evidence he, she, they have meet all licensing requirements of the state of Florida at the time of Bid Opening.


The work required is fully described in the Bidding Documents consisting of the Project Manual and the Drawings.

A Surety Company executing the Bid Bond must be authorized to transact business in the Project State, and must appear on the most current U.S. Treasury Department's Circular No. 570.  The successful bidder is required to provide satisfactory Performance and Payment Bonds prior to execution of the Agreement.

Each bid shall include THE SIGNED ORIGINAL AND TWO CONFORMED COPIES of the following:

4. A fully completed Form HUD-5369-A, "Representations, Certifications and Other Statements of Bidders".

INVITATION TO BID


PROJECT

Sealed proposals from General Contractors will be received by the City of Jacob, at Jacob City Hall, until 3:00 PM Central Standard Time on Wednesday April 24th, 2024, located at 4490 Jackson Road, Jacob, Florida 32431 for the Construction of Jacob City Hall/Community Center and Fire Station –. At 3:05 PM CST, the bids will be opened publicly, and General Contractor recommendations will be made at the City of Jacob, City Council Members at the City Council Meeting to be held on Monday May 6th, 2024, located at 4490 Jackson Road, Jacob, Florida 32431.  Sealed bids can be mailed, or hand delivered to Jacob City Hall and labeled Construction of Jacob City Hall/Community Center and Fire Station.

PROJECT DESCRIPTION

The Project includes, but is not limited to; Site Work, HVAC, Electrical, Plumbing, Wall Repairs, Painting, ACT Ceilings, Flooring, Restroom Renovations, Millwork, etc.

 

TYPE OF BID

The contract shall be awarded to the lowest responsible and responsive bidder whose bid meets the requirements and criteria set forth in the Contract Documents and in this Invitation to Bid. The Contract will be awarded on a lump sum basis.

 

No bid may be withdrawn for a period of thirty (30) days after time has been called on the date of opening. A Bid Bond in an amount not less than 5% of the Base Bid must accompany bids and a Performance Bond and Payment Bond in an amount equal to 100% of the contract amount will be required of the successful bidder.

  

TIME OF 

SUBSTANTIAL COMPLETION

The time limit for substantial completion of this work will be 365 calendar days from the Date of Commencement.

 

BID DOCUMENTS

Via email, the digital bid documents are available from the office of the Architect, BFBS Architects.  A bidders list will be available from the Architect.  Only Florida Licensed General Contractors may obtain plans and specifications by contacting Doug Shuler, AIA, (dshuler@bfbsa.com)  at the office of the Architect.  

 

Bidders are cautioned that acquisition of Bidding Documents through any other source is not advisable.  Acquisition of Bidding Documents from unauthorized sources places the bidder at risk of receiving incomplete or inaccurate information upon which to base a bid.

 

CONTRACT

The successful bidder will be required to enter a written contract with the City of Jacob City Council Members consistent with the form contract to be provided in the Bid Documents.

 

OWNERS RIGHT 

TO REJECT BIDS

The Jacob City Council Members reserves the right to waive informalities in any bid, to accept and/or reject any or all bids, and to accept the bid that in their judgment will be in the best interest of the City of Jacob. All bids shall remain firm for a period of thirty days after the opening.

 

All bidders shall comply with all applicable State and local laws concerning licensing registration and regulation of contractors doing business to the State of Florida. City of Jacob encourages Minority Business Enterprises to respond to this Bid Invitation.


MINORITY PARTICIPATION GOALS

3. Whether the contractor followed up initial solicitations of interest by contacting minority businesses or minority persons to determine with certainty whether the minority businesses or minority persons were interested.

4. Whether the contractor selected portions of the work to be performed by minority businesses to increase the likelihood of meeting the minority business enterprise procurement goals, including, where appropriate, breaking down contracts into economically feasible units to facilitate minority business participation.

5. Whether the contractor provided interested minority businesses or minority persons with adequate information about the plans, specifications, and requirements of the contract or the availability of jobs.

6. Whether the contractor negotiated in good faith with interested minority businesses or minority persons, not rejecting minority businesses or minority persons as unqualified without sound reasons based on a thorough investigation of their capabilities.

7. Whether the contractor effectively used the services of available minority community organizations; minority contractors’ groups; local, state, and federal minority business assistance offices; and other organizations that provide assistance in the recruitment and placement of minority businesses or minority persons.
